France’s job agency deepens hiring partnership with McDonald’s on Saint-Martin, aiming to match locals to openings

France Travail, France’s national public employment agency, and McDonald’s have formalized a stronger partnership on Saint-Martin, a French overseas collectivity in the Caribbean, with the stated goal of better connecting job seekers to local hiring at the fast-food chain.

The collaboration between the government-run job operator and the restaurant giant is not new in mainland France. But officials are framing the Saint-Martin version as a more tailored approach for an island labor market that differs structurally from “l’Hexagone,” the French term for metropolitan France.

The announcement comes as France Travail—created in December 2008 and headquartered in Paris—continues expanding its on-the-ground footprint and leaning on private-sector partnerships to widen its placement capacity. On Saint-Martin, the agency reports a staff of 53 agents, according to official INSEE data (France’s national statistics office).

A familiar partner for France Travail’s recruitment programs

McDonald’s has been among the most active brands in recruitment efforts organized through France Travail for years. In France, the chain hires large numbers of workers with limited formal qualifications or people changing careers, making it a frequent destination for the job seekers France Travail prioritizes.

The logic of these local partnerships is straightforward: McDonald’s gains access to a pool of pre-screened candidates; France Travail improves its return-to-work figures; and local job seekers can reach openings without relying solely on traditional hiring channels. France Travail says the reinforced partnership is designed to close part of that guidance gap by steering local candidates toward fast-food jobs, sometimes with support for pre-hire training.

A model facing scrutiny on other fronts

The Saint-Martin agreement is taking shape as McDonald’s faces ongoing attention over workplace allegations elsewhere. In the United Kingdom, accusations of sexual assaults and racist behavior have surfaced in recent years within the company, according to reporting relayed by multiple media outlets. In France, a collective of current and former employees has alleged what it called a “systemic” policy of sexist discrimination, with dozens of accounts describing sexual harassment and a “toxic” corporate culture.

Those issues do not change the reality of Saint-Martin’s employment needs. But they raise questions about the framework for public-private hiring partnerships between France Travail and major brands—and what social protections are attached for new hires.

France Travail’s broader challenge in overseas territories

For France Travail, operating in overseas collectivities such as Saint-Martin requires specific adjustments. Digital tools and programs designed for mainland France cannot simply be transplanted into places where connectivity, community networks, and economic structures differ sharply.

Labor Minister Jean-Pierre Farandou, during a visit to the Var department in January 2026, argued that France Travail needs new, localized organizational models to meet specific recruitment needs. He made the point in the context of the defense industry, where 10,000 jobs have been announced by 2030, but the underlying principle also applies to overseas territories—where needs are different in nature but still deeply structural.

What the partnership could mean on the ground

In practice, agreements like this typically translate into co-organized hiring sessions, a stronger presence of McDonald’s listings on the France Travail platform, and sometimes short training courses funded or co-funded by the public operator. For a job seeker on Saint-Martin, that can mean easier access to a first contract—often part-time—in a sector that hires year-round.

Fast food remains one of the sectors where the rate of access to employment after France Travail support is most measurable in the short term. That is what makes these partnerships attractive to both sides, separate from debates about the quality of the jobs being offered.
