Saint-Martin launches first dedicated social support program for sailors as France ramps up its “blue economy”

The French Caribbean island of Saint-Martin has created a new social-support program specifically for sailors—an uncommon, concrete step that local maritime workers have not had before.

For the first time, sailors on Saint-Martin will have structured social follow-up designed around the realities of their jobs. The move reflects a broader shift in France’s overseas territories, where maritime workers have long been left outside many of the support systems built for mainland France.

The program is meant to address challenges that general social-service structures often struggle to handle for seafarers: distance, atypical contracts, and limited access to standard public services.

A “blue economy” push tied to Saint-Martin’s recovery

Saint-Martin’s leaders and national officials are increasingly framing the sea as both a resource and a development tool—especially after the island was hit by devastating climate events.

Annick Girardin, vice president of the French National Assembly’s delegation focused on overseas territories, publicly acknowledged that commitments made to Saint-Martin have not always been met. “Let’s look at Saint-Martin, we have not lived up to what we had promised,” she said.

The new social-support program for sailors is being presented as part of that effort to catch up—while also helping build a local maritime sector that can create stable jobs and anchor a durable “blue economy” on the island.

France announces €70 million for maritime transformation

The Saint-Martin initiative also lands as France increases national investment in its maritime sector. At the Euromaritime 2026 trade show in Marseille, officials announced €70 million (about $76 million) to fund the transformation of France’s maritime industry.

Catherine Chabaud, the minister delegate in charge of the sea and fishing, stressed the funding is not a handout. “We’re not giving gifts to the sector,” she said. The stated goal is decarbonization, framed as a lever for industrial sovereignty.

France’s overseas territories—including Saint-Martin—are explicitly included in that national push. Local actors have argued the potential is there, but that financing and support mechanisms have been insufficient.

Overseas territories cite lagging support and financing

The social issues facing Saint-Martin’s sailors mirror a wider problem raised by entrepreneurs and local stakeholders across France’s overseas territories: delays in financing mechanisms and a lack of an innovation culture.

In Mayotte, a similar debate is moving forward around the port of Longoni, where a transfer to direct state authority is planned for 2028. The model differs from Saint-Martin’s, but the impulse is described in the same terms—regaining control over maritime levers in places where logistical dependence can weaken development.

For Saint-Martin, the sailors’ social-support program is being treated as a first milestone. Whether it will be sustained—and how it will be financed over the long term—remains to be confirmed.
