France’s Grand Est region teams up with youth job centers to fill hard-to-see paper and packaging plant jobs

In France’s Grand Est region, local youth employment agencies known as “missions locales” are joining forces with paper and cardboard packaging manufacturers to steer job seekers toward industrial careers many young people barely know exist.

The partnership reflects a blunt reality for the sector: companies say they’re struggling to hire—not because the work is inherently unattractive, but because the public, and especially young people looking for jobs, often overlook paper-and-packaging plants entirely. The missions locales, whose core job is to help young people enter the workforce, have agreed to act as a bridge.

The plan is straightforward: organize discovery sessions, job forums, and direct meetups between young people supported by the missions locales and recruiters from the paper-carton industry, with the goal of correcting misconceptions about a field often mistaken for a declining business despite its advanced technology and stable jobs.

A paper-and-packaging industry that hires quietly

The paper-carton industry is one of those sectors that recruits without much fanfare. Open roles span a wide range of industrial work, including machine operation, maintenance, logistics, and quality control.

Many of these jobs don’t always require an advanced degree, but they do demand rigor and the ability to adapt to industrial environments that keep evolving.

Grand Est is home to several significant production sites. For the companies involved, the challenge isn’t that they can’t offer decent working conditions or pay—it’s that potential candidates often don’t think of this industry in the first place, largely because they don’t know it’s there.

That’s the logic behind the partnership: start from the ground, go find candidates where they already are—inside the missions locales—rather than waiting for applications that never arrive.

Missions locales as the link between young workers and factories

The missions locales are positioned as the interface. Their close knowledge of young people trying to get a foothold in the labor market—often outside traditional recruiting channels—is an advantage the industry can’t easily replicate on its own.

In return, paper-carton employers bring concrete opportunities: jobs, contracts, and sometimes work-study training programs.

This kind of cooperation between workforce-insertion organizations and industrial sectors isn’t new in Grand Est. Similar initiatives have already been built around career forums in other employment areas across the region, with encouraging results from direct connections between candidates and employers.

The stakes go beyond filling vacancies. The effort is also about rebuilding the image of industrial work for a generation that doesn’t naturally see the “secondary sector” as a first-choice destination. The paper-carton industry is betting on proof over pitch—plant tours, employee testimonials, and short immersion experiences—formats that have shown they can turn an unfamiliar job into a real career plan.
