Fuel costs, diesel tax refunds, and EV registration fees: What changes in France’s Auvergne-Rhône-Alpes in 2026

Drivers in France’s Auvergne-Rhône-Alpes region are reshaping how they get around in 2026 as higher prices at the pump collide with shifting tax rules for trucking and electric vehicles.

Local motorists are feeling the squeeze daily. Le Progrès reports that some residents of the Lyon metropolitan area have left their cars parked for weeks at a time because they can’t absorb the cost of filling up. Carpooling, public transit and biking are gaining ground as alternatives.

To help consumers comparison-shop, an interactive map from Ouest-France tracks real-time station-by-station prices across the region for diesel, SP98, SP95, E10, E85 and LPG (GPL).

How much diesel excise tax road haulers can claim back in 2026

Professional road transport companies in France can receive a partial refund of the excise tax on energy—what used to be known as the TICPE. For 2026, the refund rate in Auvergne-Rhône-Alpes is set at €15.29 per hectoliter of diesel (about $16.51), slightly below the national weighted flat rate of €15.71 (about $16.97).

By comparison, the Île-de-France region (which includes Paris) is higher at €17.45 per hectoliter (about $18.85), while Corsica is the lowest at €14.21 (about $15.35).

The region’s gross regional excise amount on diesel is set at €60.75 per hectoliter in Auvergne-Rhône-Alpes (about $65.61), the same as nearly all other mainland regions, with Corsica as an exception at €59.40 (about $64.15). A simulator for refunds tied to 2025 fuel consumption is available on the Service Public Entreprendre portal.

EV registration breaks fade as regions drop exemptions

On the electric-vehicle and hydrogen side, the tax picture is changing. Since France’s 2025 finance law, regions are no longer required to grant an exemption from the regional portion of the vehicle registration tax—commonly referred to as the “carte grise.” The direction is clear: regions are abandoning the perk one after another.

In 2026, Hauts-de-France is the only region still offering a discount, reduced to 50% starting April 1 (down from 100% the previous year). Auvergne-Rhône-Alpes is no longer among the regions providing this kind of relief.[4] For buyers of an electric vehicle in the region, the registration cost is now calculated without that markdown.

Carpooling, transit and bikes gain ground as budgets tighten

With household purchasing power under pressure, behavior is shifting. People in the Lyon metro area interviewed by Le Progrès pointed to buses, trains and bicycles as substitute options they’ve already adopted.

Carpooling is also becoming more common, especially for trips from suburban and exurban areas where public transit remains insufficient.

In mid-May, the government announced a fuel bonus for employees along with targeted aid for “heavy drivers,” though the precise details of both measures were still being defined as of this article’s publication date.
