Four economic decision-makers will gather July 1, 2026, at the headquarters of La Dépêche du Midi in Toulouse for a tightly formatted breakfast debate aimed at making one argument: building a company in Occitanie is a deliberate strategy, not a fallback.
The initiative is called “Militants du territoire” (“Local champions”). It is led by Sylvain Panas, TotalEnergies’ regional director for Occitanie, alongside Dépêche Éco, the business arm of the regional newspaper.
Organizers are keeping it intentionally small—one room, four testimonies, and a 1 hour 45 minute window, from 8:15 a.m. to 10 a.m.—rather than a large institutional conference. “Every day, decision-makers fight so their companies take root and grow from Occitanie. They create value, jobs and innovation here by real choice,” Panas said.
Four leaders, four sectors—and a shared regional bet
The speakers were selected to reflect different industries and paths, while sharing a common thread: each has anchored their activity in Occitanie and, organizers say, has results to show.
Jean-François Rezeau leads Veolia’s regional operations for Occitanie and Nouvelle-Aquitaine. Jean-Emmanuel Faure founded Water Horizon. Victor Lamego will represent Biotex Technologies, based in Lavelanet in the Ariège department.
Biotex Technologies recently hosted France’s president for the ceremonial laying of the first stone of its future factory, a high-profile visit that organizers cite as a sign of the company’s visibility beyond its rural base.
Organizers describe the July 1 event as a first edition of a format they intend to repeat.
What Occitanie is selling: innovation, financing, demographics—and aerospace
The discussion is expected to focus on the practical conditions that help companies create value in Occitanie: the research and innovation ecosystem, access to financing, support from local governments, demographic momentum, and the weight of the aerospace sector—an industry cluster centered on Toulouse that is one of the region’s best-known economic engines.
The stakes go beyond local pride. The event is framed against intensifying competition among French and European regions to win investment, keep talent, and attract corporate headquarters.
Organizers point to Toulouse’s aerospace supply chain and a network of tech-focused small and mid-sized companies as key differentiators. Biotex Technologies in Lavelanet is presented as a direct example: a mid-sized company in Ariège drawing enough attention to bring the head of state to a construction site.
Registration is open, with an eye on the region’s “economy of tomorrow”
The breakfast debate is open to attendees by registration, according to organizers. They say the goal is to look toward Occitanie’s economy of tomorrow and identify levers to strengthen the region’s attractiveness amid national, European, and global competition.
Organizers also say the format is meant to spotlight less-publicized faces of the regional economy—entrepreneurs who choose to stay, invest, and hire where they are based, rather than relocating headquarters or production elsewhere.
