VivaTech 2026 puts France’s “digital sovereignty” push front and center against U.S. tech giants

VivaTech 2026 once again drew the global tech elite to Paris, but the dominant theme wasn’t a splashy product launch or a blockbuster funding round. It was “digital sovereignty” — a political and industrial push for France and Europe to control their own digital infrastructure, data, and artificial intelligence models.

Held in late June in Paris, the conference reinforced its role as a showcase for France’s tech ecosystem. Across announcements and panel debates, the message was consistent: French and European players want credible alternatives to U.S.-based platforms, especially as AI becomes central to government services and the broader economy.

“Sovereign AI” takes center stage for French tech

Startups and major companies on the show floor highlighted substitutes for American offerings: sovereign cloud services, large language models developed on European soil, and cybersecurity tools designed for public-sector needs. The pitch was both commercial and regulatory, as the European Union’s AI Act now shapes large-scale deployments and increases demand for solutions built to be compliant from the start.

The French government used VivaTech as a platform to restate its innovation commitments. The heavy institutional presence signaled that technology competition is now treated as an industrial-policy priority — on par with energy or defense.

A French ecosystem looking for scale against hyperscalers

Behind the optimism, VivaTech 2026 also surfaced a harder question: whether France’s tech champions can reach critical mass. French players including Mistral AI and OVHcloud are presented as technically credible alternatives, but the investment gap with U.S. labs and companies — Microsoft, Google, and Amazon — remains vast.

Spending announcements for AI infrastructure by American giants run into the tens of billions of dollars per year, while European budgets are still counted in the billions. VivaTech’s implicit challenge was to put that imbalance on display, attract financing, and argue that a “third way” between the United States and China is viable.

Digital sovereignty becomes a new front in global competition

The issue extends well beyond the conference. Digital sovereignty has become a purchasing criterion for European public administrations, which increasingly scrutinize where software is developed and which jurisdictions govern the data it handles. That regulatory and geopolitical pressure creates a real market opportunity for French firms — if they can move from demos to industrial-scale delivery.

VivaTech remains, first and foremost, a visibility event. The next test for the ecosystem will be turning signed partnerships and announced contracts into real deployments before public budgets are decided in the fall.
