German lawmakers clear state stake in KNDS, shifting balance at Franco-German Leopard and Caesar maker

Date:

Germany’s Bundestag budget committee has approved the German state taking an equity stake in KNDS, the Franco-German defense group that makes the Leopard tank and the Caesar artillery system, according to sources cited by Zonebourse.

The move has been closely watched in both Berlin and Paris because KNDS sits at the center of Europe’s armored-vehicle industrial base. A direct German public investment would alter the shareholder balance at a group where France—through the French state—has so far been the reference shareholder.

Bundestag budget committee gives the political green light

The budget committee’s vote is the key political hurdle in Germany for spending of this kind. Its approval clears the way for the legal formalization of the state’s participation in KNDS.

Specific terms—including the amount invested and the targeted percentage of KNDS’s capital—were not available in the information reported at this stage.

The decision fits into Berlin’s push to rebuild and expand defense-industrial capacity since the creation of the Bundeswehr’s special fund in 2022. Germany’s 2026 defense budget totals €108.2 billion (about $116.9 billion), including the special fund—more than double France’s allocation, according to the article.

KNDS at the heart of Franco-German armored cooperation

KNDS produces the Caesar artillery system and the Leclerc tank on the Nexter side, and the Leopard 2 on the KMW side. The group is also working on MGCS, the future Franco-German tank program intended to replace the Leclerc and the Leopard around 2040.

A German state stake could strengthen Berlin’s influence over industrial trade-offs and the group’s export decisions.

On the French side, the state holds Nexter via KNDS France. While the group is built on a formal Franco-German parity, a direct Berlin investment at the KNDS holding-company level would change the nature of that balance, the article says.

A message to Paris on governance and industrial control

The decision comes as France’s armed forces chief of staff, Gen. Fabien Mandon, warned in May before the French Senate’s finance committee about the risk of France falling behind in capabilities compared with a Germany that wants—using the words of Defense Minister Boris Pistorius—to have “the most powerful conventional army in Europe.”

The KNDS stake adds to the large orders for ammunition, armored vehicles, and air-defense systems that Berlin has launched since 2022. For Paris, the issue is no longer only about budgets, the article argues—it is also about control of shared industrial tools.
