French Senate votes to raise defense spending path, but exact numbers still unclear in military planning update

France’s Senate has voted to increase military funding as part of an update to the country’s multi-year military planning law, a key step in a broader push to accelerate defense spending.

The vote is confirmed, but the available materials do not yet include the detailed figures behind the Senate’s decision. That leaves the precise scale and structure of the increase to be clarified as the legislation continues moving through France’s lawmaking process.

Senate backs a higher defense budget trajectory

The Senate approved an increase in defense spending tied to the update of France’s “loi de programmation militaire,” or LPM—an overarching law that sets the country’s military budget and priorities over multiple years.

In the weeks leading up to the vote, the upper chamber had pushed to amend the government’s financial trajectory to lift military spending above the level proposed by the executive branch. The June 25, 2026, vote formalized that parliamentary effort.

The debate comes amid months of strain around French defense budgeting. The government had presented a path targeting €76.3 billion by 2030 (about $82.4 billion), or 2.5% of GDP. The Senate’s Foreign Affairs and Defense committee argued that was insufficient and called instead for €83.9 billion (about $90.6 billion), or 2.7% of GDP, aligning with commitments made to NATO.

Germany’s spending plans loom over the debate

The Senate vote also lands against an unfavorable comparison with Berlin. Germany plans to devote €108.2 billion to defense in 2026 (about $116.9 billion), including €82.7 billion (about $89.3 billion) in the regular Defense Ministry budget and €25.5 billion (about $27.5 billion) from the Bundeswehr’s special fund—levels far above France’s.

France’s chief of the defense staff, Gen. Fabien Mandon, warned the Senate’s Finance committee about that gap. “Falling behind is possible,” he said, adding that if Germany maintained its investment pace, “in five years, the argument that we benefit from operational experience and a certain culture will no longer hold.”

What happens next: parliamentary back-and-forth and government decisions

The Senate vote is only one step. The bill must still go through France’s parliamentary “shuttle,” the back-and-forth process between the two chambers, before it can be enacted.

The government retains control over the final decisions, and the gap between the Senate’s position and the executive’s original trajectory remains substantial. Whether France can fund additional weapons programs—particularly frigates and Rafale F4 fighter jets mentioned in Senate amendments—will depend on those upcoming choices.
